The bottom line The power side is stated properly, both figures and the exclusion, which puts this ahead of its nearest twin on the shelf. The mounting is described two ways and the cooling not at all, so the cupboard question stays open.

The exclusion worth reading
Passive PoE is not supported. That single sentence saves a return: cameras sold with a small injector often use a fixed voltage with no negotiation, and a switch built to the standards named here will not recognise them.
Wall, rack or desk
The title says wall or rack. The fifth bullet says wall or desk. No bullet lists rack ears among the contents, so the rack option is the one to confirm before an installation is planned around it.
The silence about cooling

How do the 30 W and the 250 W work together?
The 30 W is what one socket may deliver, set by the class the switch names. The 250 W is what the sixteen powered sockets share. A device asking for the full 30 W is fine on its own; sixteen of them are not, because the shared total runs out first. The calculation that matters is the sum of the devices against the 250 W.
What is passive PoE and why is it excluded?
It is power sent down the cable at a fixed voltage with no negotiation, usually from a small injector supplied with a device. The standards this switch names require the switch and the device to agree first. A device built only for passive power will not be recognised, and the third bullet says so rather than leaving it to be discovered.
