What a product pays plays no part in where it sits. Where an unmanaged fanless switch is the right answer for a room people sit in, that is what the page says — and where a dearer unit earns its price only because its uplinks are 2.5GBASE-T rather than 1000BASE-T, the page says that instead, in those words.

The figure that decides, quoted as the maker wrote it
A PoE class named as 802.3af or 802.3at, a slot given as PCIe 4.0 with its lane count, a drive length written 2280, a cable category with its shielding code, a per-port budget kept apart from the total budget, a TBW rating kept apart from an MTBF statistic. These are the lines that settle whether a part fits and how long its maker specifies it for, and each one appears here in the unit its maker used, credited to the document it came from. A figure nobody published is recorded as missing rather than filled in.
