Can all sixteen sockets give 30 W at once?

No: that would be 480 W, and both totals are 250 W — about 15.6 W per socket with all sixteen in use. Enough for 802.3af devices everywhere, or full PoE+ on eight.

Does the fan matter?

For noise, yes. The MokerLink names an industrial fan; the VIMIN says nothing either way. In a closet or rack it makes no difference; in an office it might.
